Where is my drain ncock for my 2004 Hyundai Accent?
The engine block drain plug on a 2004 Hyundai is on the bottom of the block. It is on the back, very accessible behind the starter.

The only way to drain all the coolant is to unhook the bottom radiator hose. The radiator does NOT have a drain vale.
There is no fuel filter except in the fuel motor inside the tank. You don't need to change fuel filter in this model.
The basic method of draining the coolant is the same in all cars. Basically there should be a drain plug at the lower part of the radiator. Look in the car handbook to locate this. Open this and keep a bucket or container as it will drain fluid. Once drained, close the drain plug and top it with coolant. Check the ratio of the coolant mixture on the bottle

There is a plastic drain valve on one of the bottom corner's of the radiator (facing engine) open valve and properly catch & dispose of coolant that comes out. You may need to use pliers to loosen drain valve. Tighten by hand.
