Pull away bedliner (if equipped with) just enough to get to flat metal hook that holds tailgate latch (when closed). Remove two # 10 screws/bolts and take off the flat hook. The whole assembly of tail light will drop out. Twist light socket to the left and pull away the burned bulb. Replace it with your new one.
Reverse steps to re-install.

According to my references, there was no 1997 Nissan Frontier. It may be a 1998. Check your owner's manual for the procedure on changing the "center high mount stop light" commonly referred to as the 3rd Brake Light. It may be a fairly specialized bulb since it doesn't come up on the list below.
