Hi, I own a 98 Camry V6 Vienta (1MZ-FE) (Australian made model) I am not sure where you are and if engibe bay is identical but I have just changed all of them without removing anything except the PCV Valve and hose (very easy to remove and replace). Of course the front ones were easy and for the back I only had to remove the PCV valve to get to drivers side plug (right hand drive car) and I got to the other two from passenger side, I used a spark plug remover which you can buy from Super Cheap Auto, it was not easy I admit, took some time but it can be done, total time for me for 3 at back was about 45 minutes. This is tight quarters but it can be done without tearing out the manifold and such.You need a ratchet ,extension and socket and patience.. Good luck.....
manifold or downpipe gaskets may be leaking gases or worse, cracked manifold
I suspect you have V6. If it is the case, you will have to remove intake manifold. There is no other way to replace it.

You have to remove the throttle body/air intake plenum to get to the rear plugs. I believe the plenum is supported with two or three stays which are hard to see. You will need a new gasket for the plenum/intake manifold interface.One post on Toyota Nation Forum says that it can be done without removing the plenum. I think he is skilled at beating the clock at a repair shop.
If it is a v6 it willl be under the front exhaust manifold

The fuel filter on a 2003 Toyota Camry is changed by removing the fuel line from each side of the filter and detaching it from the vehicle's frame. A new filter is then put into place and the fuel lines attached.
You can find it in the exhaust manifold.
You can find it attached to the intake manifold next to the throttle body.
