The neutral safety switch on a 2002 Toyota Camry can be found in the driver side footwell. A neutral safety switch prevents a standard car from starting without having to press in the clutch and are mounted behind the clutch pedal.
The neutral safety switch is either not adjusted properly or is defective
Start the car, press breaks, switch to neutral gear, turn the engine off, release breaks (use manual breaks).
Put a jumper wire across the terminals on the switch if the lights work (with ignition switch set to "on" position) switch is defective
Most likely the neutral safety switch has to be replaced.

If you assume that transmission is in a good condition, the only thing which can do to that is neutral safety switch.
the backup light switch is part of the neutral start switch. it is located behind the shift lever at the bottom front of the transmission. it has about 8 wires coming out of the plug.

For an automatic transmission, the switch is part of the Neutral Safety Switch. I have a '95 Camry and my switch works about 10% of the time. My mechanic has checked out the alignmnet and it is ok, so it looks like the switch contact is at fault. Price check with a local supplier said $238 for the part. I am seriously considering a manual override switch for the lights. That is too much money to turn a light on!
