Given only the information provided; if the cooling system is full of coolant, lt sounds as if the thermostat is stuck in the closed position and is not opening to allow the coolant to flow into the radiator. When you run the heater in the passenger cabin, it is acting as a mini-radiator and removing the heat from the the coolant. Check/replace the thermostat.

It could be the heater valve which is located under the hood to the passenger side down below the radiator and fan units.
You can replace the heater fan motor .......remove glove box, four screws hold it in.......then remove screws from motor and drop it down out of the housing.
take heater hoses off the firewall heater box and unbolt heater box on the firewall and then pull heater box down from under the dash and you will see the heater core inside, replace it in the box and bolt everything back together.
You could check the hoses connected to the heater are still in good shape. You can also check the fuses associated with the heater (ie: blower motor) to make sure thay aren't blown. There's the possiblity that the heater element may have broken down, which can happen given the age of the car.
