It's there, built in to the bottom of the electric fuel pump, under a locking cap. No need to remove the fuel pump, just twist the cap with a wrench on the hex that faces toward the pavement on the end of the pump. Cleaning the filter would be a first step because finding a new filter locally is more of a problem. Get one online.

Ooooh, after owning several 720s over a couple of decades, I just learned that there is another fuel filter, on the line just before it comes into the fuel pump. It is tucked way back up between the body and chassis, and snaps into a bracket. It is a pain to get out without fuel running all down your arm, but it is really worth replacing. I just blew a wad of silt out of mine as a temporary fix till I get a new one.
Years ago, I tried to purchase a fuel filter, and when the guy tried to give me this big thing that looked a lot like a small oil filter, I told him that there wasn't anything like that on my truck and gave it back. If I wasn't so "smart", it would still be sitting in a box somewhere in my garage. Instead, now I have to go to the parts store and hope they still stock them.

If your engine has a carburetor the filter is in the supply line into the carburetor. If your engine is fuel injected the filter is right next to the gas tank in the fuel line.
