You do not have to plug anything. You will have normal brakes even if the ABS does not work.

Not all do. Particularly NOT the Honda Accord DX, and LX and the Value Package VP cars, VP is a options added DX. As of late 1990's and early 2000's, most of these cars did not. Lack of ABS was desireable for many Honda buyers for cost and simplicity. The last Accord I bought new without ABS was a 2001 LX
The ABS light is the light for the Anti-Lock Brake system. If the light stays on then there is a problem with the system. Your normal brakes will still work, but your ABS may not. Have it looked at by a professional.
Slam on your brakes. If your brakes lock up, then you do not have ABS. If your brakes do not lock up and you hear a knocking type of noise from your brakes, then you have ABS.

All North American 1992 and 1993 Honda Accords had a standard driver-side airbag.Note:the EX had also standard Anti-Lock Brakes,aka ABS.
Have the ABS repaired by a professional. They will reset the light. Resetting the light without repairing the problem will do no good. The light will just come back on.
