Power windows, power seats and power door locks are protected by circuit breakers that reset automatically once they cool down. The wiring bundle that goes from the body to the door are bad about having wires break internally. The wires are in the rubber protecter.
The reason they won't open is it is a security feature. After taking battery out it cuts the power and when you put the new one and gets power again it automatically locks the doors.

There is not a specifically designated fuse for the power locks on the underdash fusebox label. The power locks are actually on the sunroof fuse (#15), whether or not the car has a sunroof. Check that fuse and replace if necessary.
