Fuel pump fuse is located in the main fuse block under the hood.
Has a starter relay in the engine bay fuse panel.

It is in the fuse box under the hood (at least for the 1997 Subaru Legacy) Also for my 2007 Outback so you can assume that it is in the same place on most, if not all, modern Subarus.
In the Fuse Panel located under the Dashboard. See "Fuses and Circuits" on page 6 under "Specifications" in chapter 11 of your "OWNER'S MANUAL".....

There is no dedicated fuse for the power seats.

Like all cars the Subaru Outback uses many fuses. There is one fuse block located behind a door in the lower part of the dashboard. Another is in the engine compartment near the battery.
Usually the same fuse as the stop lights
Pull the old fuse out and replace it with one of the same size and rating.
