# If you mean "torque" wrench, that's a tool to assist a mechanic to accurately tighten a bolt to a pre-determined torque. Torque is the twisting force. If you over-torque bolts they will fail, if you UNDER-torque them, they will work loose. # If you really mean "torch wrench", that's a term some guys use in difficult situations. "Ah, nuts, I can't get that rusted bolt to come off so I'll just use the torch wrench" Sometimes it's called a "hot wrench" or whatever other euphemism the mechanic is accustomed to, but it's basically an acetylene torch with a cutting tip.

I think you mean a Torque wrench. Typically it will either have a gauge on it or it will click to let you know you have reached a certain amount of pressure on a bolt/nut.

Take the head off and replace. However make sure to use new head bolts when buying and replacing a head gasket and find some litterature on the correct lbs of torch and sequence for your head bolts. You will also need a torch wrench for proper torch. Your part provider should be able to sell you the correct head bolts for your application
You might try some of the spray on lubricant, anti rust stuff that you can find almost anywhere. Spray it on and let it penetrate for a half hour and then try to loosen it again. Some taps on the end of your socket wrench might free it also. If that doesn't work an air wrench or applied heat with a torch might help but be very careful with the torch as more than one person has set the car on fire this way.
