Determine your engine type, for example Briggs & Stratton 3.5 HP. You should be able to find a fit that way. Or some hardware stores carry generic replacement caps in sizes like 1 3/4", 2", etc. For an old Toro rider that I own, I discovered that the cap from a 3-gallon plastic gas can fit just fine.

Probably a clogged jet in the carburetor. Could be the fuel filter. Check the vent hole on top of the gas cap. Some gas caps have a small hole in the center that gets clogged. I'd bet it's the carburetor.
Gas Cap is not on tight, or the seal leaks and you need to replace the cap.
