On the drivers door armrest has the window lock switch been pressed on the left side ? If it has , then only the drivers door switches operate the power windows . Press the right side of the window lock switch
The door switch is bad. I have replaced the drivers side door switch on mine for the same reason.
The 1998 VW Jetta drivers side power window relay switch can be found inside of the drivers side door. You will need to remove the drivers side door panel in order to access the power window relay switch.

The first and cheepest thing to check is the fuses. located on the side of the dash by the passengers door, another is under the hood on top of the battery. The next would be lock switch.It is easily installed, no tools needed. The drivers side power switch is a master switch. This means that power feeds from the drivers lock switch to the passenger door. If your key fob will unlock and lock the doors but the switch will not I would replace the drivers door lock switch.
You can find the 1994 Pontiac Firebird window relay switch inside of the drivers side door. You will need to remove the drivers side door panel in order to access the window relay switch.
In the drivers footwell , on the side panel in front of the drivers door , there is an access hole for the switch
Slide in under the drivers side door and look up at the drivers side of the transmission and you will see a black plastic switch right behind the shifter linkage on the side of the trans. It will have an electrical connector pluged into it. That will be what you are looking for. REPLACE THAT SWITCH if that is your problem. You didn't say what kind of trouble your having.
