There are three nuts on the inside of the engine compartment that holds the headlight to the frame. Remove the bolt holding the coolant bottle and move bottle over to reach one of the Nuts. Don't lose the bolt. Remove the three nuts. Remove the one bolt on top of the head lite. Remove the High beam connector and pull head light out. You will see low beam headlight still connected. It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
