It's an electronically controlled engine, and the speed governor is programmed into the ECM.
If it's your vehicle to do it with, and your local laws don't dictate a speed your vehicle must be governed at, you to to any service facility with the appropriate NexIQ box and have them adjust the ECM settings.

Max allowed speed is regulated through the engine's computer, and you would need the appropriate engine control computer box to change the settings.
The simple answer is that you have to obtain the use of a DAF computer reprogramming tool. This will be difficult as reprogramming the safety and legally required settings will result in huge legal consequences for the repair shop, mechanic, owner and diver. I use my GPS to confirm that my unit runs the set speed and live with the ridiculously low mandated legal speed. By the way reprogramming this setting would attract attention very quick and unless you have Diplomatic Immunity (really the only way I can see of staying out of jail if you do this) I recommend you not. I have the local dealer recalibrate my sistem any time it gets more than 1 KMPH out to prevent trouble
