You can't do that and make them look as if they were made that way.

However, there are several tutorials where you can make a slit in the leg of the jean and sew material into the cut area so that the leg flares.

You can also simply rip the seam on the outside (slit them). That used to be quite popular.

You must first turn the jeans inside out. Then take apart the seams from the knee down on the inside leg and outside leg(both sides of each leg). Then you must cut triangles of jean or other material the length of the knee down. Please allow 1/2 inch fabric for seams(or whatever seam allowance you like). 4 peices must be cut, then each one sewn to either an inside or outside of each leg. Then hem and you are set to wear a stylish flare! Some tips are to iron the seams open and trim the seams before wearing so that the fabric will lay well. Another tip, when using a sewing machine, use a new, heavy duty sewing needle. If sewing by hand, it will take longer, but still can be done!
