there may be a button next to the ignition switch. Try pressing it while turning the key.
Most likely the ignition switch is shorted placing it in an on position at all times.

You've checked the microswitch and the key switch? Usually one of those two are the culprit. Somehow your solenoid is getting engaged, and if a wire isn't jumping from post to post, then it's definetly the key switch or the pedal switch.

The 96 Golf 2.0L has an interference engine. Change that timing belt!
Change the flasher first.
It is normal for the fan to run after shutdown with the engine hot for a short time ( a few minutes tops) if it runs longer than a few minutes suspect the thermofan switch in the lower ( or battery side tank) tank has failed.
