Mail carriers are supposed to deliver mail; it's not (with a few exceptions) the carrier's decision to make as to whether to hold it or not. Off the top of my head I can't think of a good reason a carrier would hold a disabled person's (or anyone else's) mail if they hadn't been asked to. There's no law against the USPS holding mail if specifically requested to. and carriers are not required to deliver mail if they believe that doing so would put them at significant risk (if you've got a dog loose in your yard, the carrier doesn't have to risk getting bitten; this has nothing to do with whether you're "disabled" or not and is purely a matter of the dog being an apparent danger).
