i am a land rover master tech,the first thing to do is make shure you have a good battery.test the fuel pressure and if there is no fuel pressure the fuel pump will take out the crank sensor leavig vehicle with no spark. so if you have good fuel pressure and no spark it sound like your crank sensor is bad.common problem. i hope i was able to help you.

I want to elaborate this hole is below the crank, the crank chamber does not hold pressure and does not hold oil. so can i put a weld patch over it and call it done?well if there is a hole in it can it really hurt to try it?
that sounds like your starter motor isn't working, which would explain why there is no noise when you try to restart it
Have you checked for spark after you replaced the pack? if not i would check the crank sensor. ANSWER I would check to see if you have fuel pressure before I would check the crank sensor which I think would throw a code. Spray a little throttle body cleaner into the engine and then crank it. Does it start? IF so you have a fuel problem and it is NOT SPARK. Just turn the key on and go back to see if you hear the fuel pump running. I just wonder why you are looking for spark unless you did some tests for it.
24 inch would fit if you don't plan on driving it over anything but perfect roads. 22 is probably a safer bet. Anything over 20 is ugly on a Grand Marquis.
