Well, you can only get it temporarily. During team rocket's 'invasion' of Goldenrod, you should find that there is a team rocket dude blocking the stairs to the radio tower. You should then go to the underground tunnel (also in Goldenrod) and then have the guy take your picture. You change into the outfit. If you go back to the radio tower, the guy mistakes you for one of them, and...... I'll let you figure out the rest.
