The general design of the blinds is found in both ancient Egypt and in China. They were apparently introduced in France after being brought to Venice from Persia, sometime before 1500 AD. The French name for the blinds is "les persiennes".

They were popularized in England and the US in the 1700's. An English patent was issued to metallurgist Gowin Knight in 1760. Credit for the current form is often attributed to Edward and Frederick Bopp of Kansas City, who developed a form of roller blinds. But it was in 1841 that inventor John Hampson of New Orleans patented a method for adjusting the individual slats in the Venetian blind, to regulate the light through them.
