There is no fuse that can be pulled out from the fuse box. You must remove the car radio and cup holder to gain access to a relay connector. If you are changing the fuel filter, disconnect the relay. This will cut the power to the fuel pump. Next, attempt to start the car 2-3 times to purge the remaining fuel in the system. Now it is safe to remove the fuel filter.
Answer There is one on the dash to the lower left of the steering-wheel behind the little box marked 'Storage Only'. Open the box and lift it up and out slightly to remove it with out breaking. There are 3 more locations under the hood.One is on the left just in front of the windshield washer fluid tank.The other 2 are on the right side of the car,next to the battery.One is right next to the battery and the other one is right behind it. While there is a fuse panel under the dash, the fuse for the radio is under the hood behind the battery. After carefully ( its brittle by now and easily breaks) removing the black cap, you'll see the 15 blue fuse alone to the left (front ) of the others, assuming you are standing on the drivers side.

I have just replaced the fuse for this exact problem. The fuse for the radio is in the interior fuse box behind the small storage bin. It was a blue 15-amp fuse on the far right bottom corner. It also is used for the cigarette lighter. And the previous writer was right about the sparse information that Toyota has in their manual.
I have a 98, but the fuse for my radio was actually under the dash (I have fuses out by the battery too). It was hidden behind a little flip out door (it has a container just big enough to hold a set of keys or small wallet) to the left of the steering wheel. You can disengage the hinges for this flip out door by lifting up and then remove the door by pulling the whole thing out toward you. You can then see the extra fuse box. There was a legend to show which one was the radio fuse (also the cig. lighter) on the back of that flip out door.
