The clutch on the AC compressor is an electromagnet. It draws a fair amount of current plus the blower motor and the cooling fan on the radiator.
Depends on the vehicle. Many vehicles have the blower motor accessible from under the hood. Others require a lot of stuff to be removed from the interior to get to the blower motor. If you cannot see the motor under the hood sticking out of the heater/AC box you should look at a service manual (factory, Haynes, Chilton...) to see how to do the job.

Assuming that the Sport is the same configuration as the Country, I can give some input. Under the hood, behind the washer fluid reservoir and a little below that is where you will find the blower motor. It is fairly easy getting the reservoir loosened, but I recall that it took some effort due to the small bolt/screw heads to remove from the blower motor. It is a good idea to have a magnetic tray nearby , a good light and plenty of time to work in that tight area. You will want to pay attention to the direction of the blades when replacing the part, there may be a certain way that it needs to go in when replaced. Good luck.
The blower motor would be located under the hood, on the firewall, close to the passenger side fender.

Under the hood under the plastic maxifuse center on the firewall you will see several relays there. The blower relay is the 1st or 2nd on the left hand side. The other is the ac clutch relay - feel the one that clinks with the ac and the blower is the other one.
Your AC fan is not working on the maximum setting because you have a bad blower motor resistor. This is located under the dash or next to the blower motor.
Replacing the ac blower motor on a 2002 Bonneville is extremely dangerous and unless you know what you are doing it is best to get a hired professional to do it.
