On the 1997 Mitsubishi Mirage 1.5 liter, the EGR is located on the side of the intake manifold. You'll probably have to remove the air intake tube that goes to the throttle so you'll have enough room to reach it.
The idle air control valve will be located by the throttle body.

Not sure which valve you are talking about, but it sounds like a vacuum check valve. If so, that's easy...air should flow one way and not the other...just blow in both ends to see if you can.
