You can't actually catch him in the game, so just catch lickitung. Make sure Lickitung learns the move rollout. When he levels up while he knows Rollout, he will evolve into Lickilicky.
Lickitung is found on Route 44 (15% encounter rate) and in the Safari Zone (Mountain; Morning / Day) or (Forest; 3 Water Objects).
