I need more detail to answer your question properly. Like what type of wood the deck is made out of, how old the deck is, & whether it's been painted or stained before? Most people prefer to use stain over paint and with stain you have two options, solid or semi-transparent stain. Solid stains tend to hide more like discoloration in different parts of your deck as well as protect the wood better because it is thicker than semi's. On the other hand semi-transparent deck stains are usually nicer looking making the wood look richer. Also semi's fade away over time especially with Direct sunlight exposure so they are easier to recoat after a few years. Where solids tend to flake off since they are thicker making them more difficult to prepare the wood for re coating. Flood's CWF UV semi-transparent stains Rare one of my favorites. There is a guarantee of 4 yrs on fences and 2 yrs on decks. And they're newer product UV5 ups the guarantee an extra year.

ANSWER: Cool deck is a brand name for the textured concrete flooring overlay or laminate used in outside areas around pools and patios.

If the surface has been coated before, test the surface of the deck by wiping a rag dipped in xylene (say zy-lean) over the a small area of the surface. If paint comes up on the rag, it is water based. If it melts and softens or lifts the surface, but no paint melts, then it is a xylene based product. If no paint comes up and the surface doesn't lift, it is either not coated or (quite unlikely but possible) an oil based paint. Use water based over uncoated surfaces, water based coated and old xylene based coatings. However, if it's a xylene coating and xylene coatings are available in your area, use them instead of water based. Use oil only over oil if available, otherwise prime the surface and use water based. Never use Xylene coatings over water or oil based surfaces. Chances are, you'll be using a water based product.

Normally, a 100% acrylic concrete stain is used in this application to limit the thickness of the coating so that the texture isn't covered over as quick. Also, a lighter cooler will reflect more of the sunlight back, resulting in a cooler surface to walk on in bare feet around the pool. 100% acrylic floor paint can also be used, but it will fill in the texture faster since it doesn't build up as fast as a stain will. Again, if the tests showed that there was an existing xylene-based coating and xylene coatings are still available in your area, use the xylene-based coating to avoid peeling in the future.

If you are painting a driveway, make sure that the paint you are using can withstand hot tire heat.

I would use a stain for the wood on the deck and then seal it with a water protector to keep the color in and the moisture out.
