The paint I use is from a local company that really doesn't sell to the general public. It costs me around $500 for the paint. I can paint the pool myself. The sandblasting should be done by a professional and should cost anywhere between $1,000 and $1,500. Other than that, I know of no other solution to remove paint chipping from the bottom. You don't need to tile a pool, if you use a good waterproof concrete render and paint it using proper swimming pool paint. (don't use emulsion)

You could but it won't last long. It's just cheap paint you know. Call your local pool place and ask them what to use. Marine paint maybe?
Spray paint is okay, but for the future, make sure you use rust-resistant paint. This way you won't run into the same problem. Also, make sure you wash the furniture before painting so you get the longest use out of your patio!
