Well, you should consult both a Doctor/Specialist and a dietitian. But regular exercise is extremely essential especially if your classed as overwieight. Your heart is like any other muscle and therefore extensive training on it will make it much stronger and consequently lower your heart rate. If you have a lot of salt in your diet, I recommend you cut down as salt is essentially sodium which is bad for the heart. Hope this helps.
