In paper sizes, an Architectural B size is 12" x 18", and an ANSI B size is 11" x 17", which I think is what Tech is referring to. The " symbol means inches. See related link for more information about paper sizes.

A stands for Amplitude, and B stands for Brightness. B-scan technique basically combines a series of A-scans, taken from a range of different angles to form a 2d image. Whereas, A-scan only gives a graph-image of reflected intensities in a c.r.o. screen. The probe for B-scan contains smaller crystal in various orientation unlike single large crystal in A-scan technique.

In Pakistan engineers are only considers whose having BE/ B. Sc. Degree. But the students having having B. Tech. degree are considered as technician's.

Why would you do that ? Both are bachelor degrees and are equivalent. The only difference is the field of specialization. You can go for master programs that accepts aeronautical graduates. Although you can again take admission in b tech civil as many people obtain dual bachelor degrees but it will waste the four years that you had put in b tech aeronautical. For that again you'll have to appear in entrance exams for b tech civil.
