if you mean the fuel cut off switch, its in the trunk.
The starter cut-off relay disconnects the (electric) starter of an engine from the battery in case the voltage drops too low, for on low voltage to starter won't turn anyway (since the starter battery is probably low/ruined and cannot deliver the necessary currents for starting the engine anyway).

If the turn signal relay & hazard (emergency) relay are side by side, turn on the emergency blinkers. You will hear & feel (if you touch the relay) the emergency relay clicking. Turn signal relay is the other one.
I also have a similar problem. I cut the wrong wire while installing speakers with the truck battery running. Sparks shot out and now my windows wont roll up and my cab light comes on when I push the brakes. I have checked the fuses and the relay. ??
The cut out relay is used to energize a fuel pump. It then shuts down, until it gets impulses from the spark plugs.
The Condenser Fan Relay and the A/C Cut Relay on a Kia Sportage are located together under the dashboard on the passenger side of the vehicle. They are just aft of the heater blower motor. The Comndenser Fan Relay is the 20amp relay and the A/C Cut (compressor) relay is the 52amp relay.

if you unscrew the radiator and under it you will see to cords you have to cut it out and it will loosen and relaese the relay switch
