On older cars this requires the inserted key to be pressed inwards and turned counter clockwise. Newer cars the ACC (accessory) is usually one click towards the starting mode.
If the key won't turn to this position it means that the ignition switch is faulty and might need to be replaced.
Many newer cars most things like the radio will work without having the key in the ignition. My '04 Jetta works that way ... the radio will play for one hour without the key and then turn off by itself.

Then you get it fixed. It could be a bad tumbler, or a faulty lock bar (in which case, they key would be stuck in the ignition, typically... GM recently had a lot of problems with this).
move the stearing wheel slightly back and forth, then stay at your chosen position that you tunred your stearng wheel then turn key the vehicle is in park...isn't it?
Make sure that the sterring colum is not in a bind all so see if you have a switch release on the side of the sterring colum and depress and turn the switch to off position make sure the switch has a release lever on the side of the sterring colum if so depress it and turn off the switch
is it a ford? push the key in further and then turn it
I don't know if you have that auxiliary position for the key in the ignition. That got me for a while until i figured out you can play the radio without having most of the car systems on. Turn the key forward one click and pull the key out. That seems to work. If you cant turn the key, well, that might be a bigger problem.
1. Remove all the panel to gain access to the ignition switch assembly. 2. Disconnect ignition wiring harness. 3. If only the switch needs to be replaced, remove the retaining screw at hte back of the lock housing and remove the switch. If the automatic transmission interlock relay needs to be replaced, it may be unbolted from the housing -- don't loose the spring and the lock pin. 4. If the key lock is to be changed, place the key in hte switch and turn the key to ACC position. Insert a thin rod in the hole at the bottom of the housing and press the stop tab inwards. While holding the tab in, pull the cylinder out of the housing. * Installation in reverse but make sure that the key is in ACC position before installing, and the lock tab engages the hole....
