They are noises made by the heart which result from turbulent blood flow, they even occur in perfectly healthy hearts.
It depends on when the murmur is heard during the heart beat process. It can either be diastolic murmur, systolic murmur or continuous.

A heart murmur can feel different. I'm not sure what an abnormal heart murmur may feel like, but most innocent ones you may not feel a difference compared to one without
