The Spartan government was a fusion of monarchy, oligarchy and demoracy.
The government of Sparta consisted of the two kings, the Gerousia, the Ephors and the Ecclesia:
- Gerousia - It consisted of the two kings plus 28 elders. They prepared and presented proposals for the vote of the assembly. They were elected.
- Ephor - There were 5 ephors. They advised and checked the kings, controlled the Krypteia, watched for divine signs about the kings rule, supervised the life of the people and called the assembly.
- Ecclesia - The assembly consisting of Spartiate men over the age of 30. They voted on the Gerousia's proposals.
Spartan warriors was a race of power and only belief in their own judgement they kill when it was necessary there was oracles that help to tell how the battle Will turn out on the end but Spartans was and will always stay the best warriors
A limited democracy. The council called meetings of the male citizens and placed decisions before them to be voted on. There was no debate, just vote for or against the propositions.
This way they avoided the intrigues, manipulations and rash decisions experienced by the radical democracy experimented with in Athens whose citizens discussed and voted on everything they chose at fortnightly meetings, and were often led astray by demagogues and suffered the consequences.
It was necessary for Sparta to give the citizens the decision-making power, as they formed the army on which the internal and external security of Sparta depended - independently-minded people were not going to fight at the behest of self-interested tyrants or oligarchs, so this middle course was chosen and it worked.
It was a limited democracy - the council put important matters before the assembly of the adult males. The council implemented decisions. A small group of councillors (gerousia) carried out day-to-day actions.
Sparta had a republic system and two kings so the other Greeks would approve of it because the Greeks didnt like anything that wasnt a democracy. They didnt like tyrants.
