The Spartan government was a fusion of monarchy, oligarchy and demoracy.
The government of Sparta consisted of the two kings, the Gerousia, the Ephors and the Ecclesia:
A limited democracy. The council called meetings of the male citizens and placed decisions before them to be voted on. There was no debate, just vote for or against the propositions.
This way they avoided the intrigues, manipulations and rash decisions experienced by the radical democracy experimented with in Athens whose citizens discussed and voted on everything they chose at fortnightly meetings, and were often led astray by demagogues and suffered the consequences.
It was necessary for Sparta to give the citizens the decision-making power, as they formed the army on which the internal and external security of Sparta depended - independently-minded people were not going to fight at the behest of self-interested tyrants or oligarchs, so this middle course was chosen and it worked.
