it means you could be listening to too much grateful dead.
seriously, it means NOTHING. stop looking for meaning in all tattoos. many tattoos are simply whimsical and fun or aesthetically pleasing. they don't all mean things. also, different designs mean different things to different people. there isn't an end all answer. try asking the person it's on what it means to them.
Actually, your wrong ! It does mean something. I have a skull and roses tattoo and it means a great change in life. Skulls are associated with death, which is the greatest change of all.

An anchor with roses mean that on a guy/girl, their partner is what keeps them stable and strong. If they have a regular anchor usually it's just To remind themselves to stay strong and stable. The anchor is really something you decide the meaning of though.
The meaning behind the skulls and roses tattoo is the difference between life or death...Beauty and decay.. Life and death.

Sounds like something from a gang or prison but I could be wrong. There aren't any universal meanings for tattoo symbols. Check out tattoo symbolism here: http://tattoo.about.com/cs/beginners/a/symbols_intro.htm But remember, sometimes a rose is just a rose. It doesn't mean or symbolize anything!

SKull and crown with cigar in skull mouth is a russian criminal tattoo symbolizing " wealth till death", "boss till death" or" king till I die" Skulls are tattooed on people who are murderers. A urban western meaning would be to "Ball till I fall"
To me it means a few things combined. The crow represents the bird that was forgotten. A sense of failure, like in the old testiment when Noah sent out a raven and it never returned failing its test, while the dove succeeded and has been long remembered. The skull represents death, whether it be a near death experience or a struggle, or a loved one lost. I have that tattooed with roses underneath to represent the hope you can have by overcoming your struggles. I battled through thoughts of suicide and my tattoo of the crow on top of the skull with roses is a reminder that though I've struggled with thoughts of suicide and failed so many times there's always hope for the ones who have had it rough.
Usually symbolizes the Norse goddess of the dead Hel or Hela
