One factor is that the higher the humidity (the dampness) the more water vapour there is in the air, so it is more ready to condense.

Secondly the lower the temperature of the air, the lower the amount of humidity it can hold. This humidity is usually measured as a percentage, when 100% means that the air cannot hold any more water vapour. As the air cools down it causes more and more vapour to be turned into water.
