The north end of the underground tunnel (I assume you mean in Goldenrod City, not that other tunnel in Kanto) there is a branch off to the left side. Follow that branch and you will see a little camera sitting in the hall and to the left of that a counter with a hiker and some other dude sitting at it. If you just want a picture in a team rocket outfit, talk to the non-hiker. If you want the dress-up your Pokemon station, talk to the hiker. Have Fun!
