There is no special technique needed to "do" abstract art. Any approach will do, abstract art can be done by feel, while blind folded, with strange tools or even by throwing paint at a canvas. Afterwards you can say it's whatever it looks like to you, no one will be able to prove you wrong.
Although it may look like there is no talent involved in Abstract art, for it to be Art and not just scribbles the rules of Art should be known (can't break rules you do not know) and some inherent talent is needed.
It is nearly impossible to state the specific ideas behind abstract art, because everyone, including every abstract artist, has different ideas about exactly what abstract art is. For some it is entirely formless, and for others it can use recognizable shapes or figures but in an surreal manner or in some manner that has an more or less abstract element. The primary challenge of abstract art is therefore to create a work of art without using form.
I would divide the page up lightly with a pencil using a ruler randomly. then say you were drawing a bird, you draw the eye in one of the top shapes and foot in one of the bottom shapes. You could put things to do with birds in the others, or just colour them in with water colours (that always looks good :)).
