If you have a new tattoo it isn't recommended to have your tattoo in water for an extended amount of time. If you are going in the water you could use medical tape, saran wrap, and whatever ointment your tattooist recommends for the healing process. I, personally, would put ointment on the tattoo, cover it with the saran wrap and then use the medical tape to hold it on. Doesn't sound very attractive, but it will allow you to spend time in the water and not affect the tattoo.
It's best to use sunblock on tattoos -- sunlight will fade the ink over time. The only time you don't want to put lotions on the skin is right after you get the tattoo, when you should just put first aid cream on it.

Vasoline is used for a few reasons during the tattoo process. 1. It reduces bleeding. 2. Reduces ink from spreading on the skin, with the vasoline it balls up so that the artist can see the stencil better. 3. Allows for easier cleaning of excess ink, so as the artist does a line the ink will ball and can be wiped off easier with out smudging the ink everywhere. 4. While working on big pieces, if an artist likes to finish off sections at a time, the artist can apply vasoline to the finished area so as to reduce the staining effect. It is more than safe to have vasoline put on your tattoo during the process, however check that the vasoline is clean and that the artist has taken it out with a new wooden tongue depresser...this is done to avoid contamination.

Get it off quickly and don't do it again, use moisturisers instead because vaseline can blur and blotch your tattoo if it is applied early after you got your tattoo

You want a good thick lotion once your tattoo has healed. If it is a new tattoo, use an antibiotic ointment or cream to help it heal faster without scarring.
