If you want to call an equal amount of semi-gloss and additive then yes.
Paint starts out as a gloss and is made flat by adding cheaper pigments and flatteners to the mix so that the paint doesn't have as high as a sheen. There's nothing that will remove or offset those flatteners other than adding higher gloss paint to the existing paint.
I don't think they can sell it on it's own, but if you take your paint can into Home Depot they can do it for you . -I've had it done in my local HD.
A small amount of talcum powder.
Tremclad makes it in regular paint or spray. The spray is better, especially if sprayed over a flat white primer they also make.
The only over-the-counter additive you could put into interior paint to make it more suitable for outside use is mildewcide. Interior paint doesn't really know that where it is going though. The reason a paint is classified as interior is because it is able to withstand cleaning. staining and scrubbing. Exterior paint, on the other hand, is formulated to withstand several freeze/thaw cycles and to hold up to UV rays, slowing the color fade. Avoid fade prone colors and expect to repaint withing three to five years.
Probably....if you feel that you must paint it. I would apply a good alkyd primer first, then several coats. Whatever you put on there is going to get trashed soon. Also, it will be very slippery unless you use some non skid additive on your final coat. Make sure that you keep the paint well stirred when you put it on with the additive if you decide to use it.

Mix in your additive, using a paint stirrer to blend together. For powder additives, use 6 oz. to 1 gallon of paint for a Class B Fire Retardant Coating Rating. Your best bet is to phone your local Home Depot or Lowes, and ask someone who works in the Paint Department!

sorry to be the barrier of bad news, but the only way is to but a semi gloss paint. or try playing around with different glazes.
