As with most military games AP= Armour piercing and HE= High Explosive. AP is good at punching through most heavy armour (Tanks, APC's etc) while HE is more suited to lightly armoured vehicles (Jeeps, Hummers, Transport vehicles) & buildings. For dealing with infantry you would need HE Frag rounds, or HE phosphous rounds etc for a less concentrated blast radius.

Some tanks are custom made with specific dimensions to fit in a specific location in a vehicle. Without more information, little more can be said about the dimensions of a fuel tank.
