Actually, a minor can NOT get tattooed simply with parental consent - unless they have a pre-existing tattoo that is obscene or gang related that the parent wants covered with something NOT obscene or gang related...and even then there's a bit of paperwork that needs to be done to keet the Texas State Government happy.
