Some of the variables are :- the thickness of the sponge, the temperature and humidity of the surroundings, the type of sponge, whether the pores are interconnected well or otherwise, the vapour pressure of the fluid concerned, the quantity of fluid entrained.
Determine the variables and you're home.
Rub off as much as you can with cloths. The rest will dry in time.
Humidity affects the drying time of paint. Paint will take much longer to dry in humid conditions. In very humid conditions the paint will not set correctly and the finish will not look as good as it should.
