The plate you refer to is part of the A/C clutch, when it is energized it engages the clutch to turn the compressor. When it is not energized (out position) the pulley freewheels and there is no load on it. Your A/C compressor has either locked up due to an internal failure or extremely high system pressures. Either way you need to take it to a professional for repair.

There is no adjustment. If you can depress the pedal and it doesn't engage or engages at the bottom of the travel, it's most likely due to low hydraulic clutch fluid, a leaking slave or master clutch cylinder, or all 3. Look first for low fluid in the clutch reservoir. If it's full, pull back the protective dust boot on the slave cylinder (On the transmission) and look for fluid leaks. If it's dry, you probably have a problem with the master cylinder. They quite often leak back inside the car where the clutch rod from the petal goes through the firewall into the master cylinder. If the clutch petal is at the top of it's travel, you're most likely due for a clutch replacement.
