A hobby shop will have small pots of paint for painting on plastic or try artists acrylic paint.

If you are painting lettering directly to the plastic, there are single part epoxies that are available, some suitable for outdoor use, that would adhere to plastic without having to use a primer. If you are going to paint the background a solid color, you can use a special primer, formulated to adhere to plastic, then paint it with an acrylic paint which can then be coated with the same type of acrylic paint for any lettering and design.
mostly depends on the type of plastic and its surface if its flexible plastic, then the paint will split and crack when the plastic is flexed you can use a paint flexibilizer additive if you need to if the surface of the plastic is very smooth, the paint will not be able to stick to it. if its appropriate, lightly sand the surface to give it what painters call "tooth" it just roughs up the surface a little bit to the paint wont just slide off it when dry there any many types of plastics and some are very tricky to paint

One of the better and safer ways to remove paint from ABS plastic is to use WD40. It dissolves paint on contact and it just wipes away. Oven cleaner also works in the same way.
