Honestly Sinnoh is a place you are stating it as it is a pokemon? Id advise you to say how do you get TO sinnoh. But no you can not go to sinnoh nor can you go to kanto from sinnoh. But in heartgold you can go to Johto.

First you need to get an arceus then go to ruins of alph and go to the blue house then follow the guy and he will teleport you to the sinnoh

You can't. Sinnoh is unavailable in HeartGold. The only accessible regions are Johto and, post-E4, Kanto.
