How do you get past the man in mahogany town?

First, go into the building that sells stuff. Beat team rocket in there by going down the stairs, fly to Olivine City and beat Jasmine. Fly back to Mahogany Town, and the guy will let you pass.

you go buy the rage candy bar from the old man and professor elm will be like the radios all messed up so you go to goldenrod city. You go underground to get a team rocket uniform and go to the radio tower next in your uniform. talk to the guy next to the escalator and he will let you through after you battle him. After that just battle the team rocket in the radio tower. Now just follow through for what you have to do and get past the old man.
