Take the shade down, and with dish soap and a brush, scrub the area until the paint comes off. Unfortunately, if you haven't been able to do it immediately, some of the paint color will remain. Not sure if a stain remover with petroleum in it will help, or if professional cleaning will be possible.

Water and a soft cotton rag. If it has been on there a long time, you will not get it off without "scuffing" the soft plastic.
