There are two answers to this.
1) the act of sanding paint, using a sandpaper (or other commercially available preparation) to smooth the surface of the paint, before or between coats to give tooth to the surface and/or to achieve a visibly smoother surface and "cleaner" finish.
2) adding a texture (Sharkskin is one brand) to the paint before you apply it to a surface such as stair treads and porch floors to increase traction.
It is strongly advised to sand your dresser before painting if you want a uniform coat.

I have several "sand" paintings by an artist named Van Dam, but I can't find anything online about the artist or paintings. My parents bought them when we were living in England in the 1970's. Do you know anything about the artist, like a first name?
Painting isn't going to cover them, it is just going to give them color. You need to mud and sand them smooth, then prime before you paint.
