Earthquakes are formed when tectonic plates move. Imagine taking two pieces of rock in your hand, and holding them together very tightly, then try to slide them. They won't move at first, but then they'll give way and slide. That's exactly what happens with an earthquake. Huge sections of rock are trying to slide past each other, but because of friction they just keep building up pressure until it gives. When it gives, that's what causes an earthquake.
There is no way to prevent an earthquake; scientists may be able to predict one by measuring the stress along the fault (the fault is where the two sections of rock join, moving in opposite directions).
