No. The starter relay is energised by the ignition. It in turn supplies power to the starter solenoid which supplies power to the starter motor. Have a look at the related link for some general troubleshooting pointers .

not necessarily. I think the reason you think that is because you have possibly heard people say that when you replace a starter you should also replace the solenoid. But the only reason people say that is because the life span of each item are about the same. So more than likely when one goes bad the other is pretty close to going bad also. A solenoid is normally rather cheap, so when replacing the starter it makes sense to spend 15 bucks more and replace the solenoid. But unless you have lots of money to blow replacing a working starter just because the solenoid is bad is a bit drastic.
