The engine usually has an idler and/or tensioning pulley as well as a few pulleys that use the power of a traveling serpentine belt to drive components such as the alternator, a/c pump, etc. Any of the pulleys that have one or more grooves that assist to guide the belt(s) are, technically, sheaves. Idler or tensioner pulleys that are completely flat because the flat back of the belt rides on them are not sheaves, but are pulleys.
Well to start with the question is a bit vague. A pulley has nothing to do with a start operation; a loose pulley may cause the belt not to turn fast enough to charge the battery and that's as far as it goes. Check your belt tension. If loose tighten it. That's All

If you're standing at the back of the car, or you're at the pulley end of an uninstalled engine, it's at the flywheel end of the engine on the right side. Number two is on the right side at the pulley end. Number three is at the flywheel end on the left side, and number four is on the left side at the pulley end.
If an idler pulley is broken, I would advise not to drive it anywhere. It would effect the power steering, water pump, alternator and coolant fan causing you to get stuck on the road and possibly cost many more $$ in damage.
